The TDCi 155 engine was a rough old b*gger but boy did it have a kick and a relatively wide torque band when compared with the Mk 3 2.0 TDCi 130. It was detuned in the first three gears, probably because of the massive torque and what it could do to the drive train if unleashed in full in those gears.

If that doesn't give you turbo boost then connect the vacuum pump pipe directly to the turbo actuator and see whether the actuator operates the rod that goes into the turbo. If the turbo actuator works then you most probably have a sensor failure. (The brakes will require very heavy pedal pressure if you lose the vacuum supply to the brake servo.)
